DESCRIPTION

Distinguishing Features of the Class:
This position is made through appointment by the Sheriff. The Undersheriff is responsible for the daily supervision of all aspects of the Sheriff’s Office, acts as the Sheriff’s second in command, and serves as a confidential advisor to the Sheriff. The Undersheriff acts under the authority of the Sheriff in all decisions of the Office in the Sheriff’s absence. The Undersheriff is responsible for commanding, directing and controlling the Civil, Administration, Correction, Custody, and Police Departments operating within the Sheriff’s Office, which includes nearly 800 sworn and civilian personnel. The Undersheriff has direct supervision and command over the Community Relations Division, the Internal Affairs Unit and the Public Information Officer, with additional direct supervision responsibilities as required and determined by the Sheriff. The Undersheriff builds policy and written directives based on the needs of the Office, with best practices identified within the law enforcement and public safety fields. The Undersheriff is responsible for ensuring agency compliance with all applicable professional accreditation standards. Does related work as required.

Typical Work Activities:
Assists the Sheriff in planning and coordinating the activities of the various departments and divisions of the Sheriff’s Office.
Maintains the integrity, professionalism, values and goals of the Sheriff’s Office by assuring that all rules and regulations are followed.
Executes all Sheriff’s Office policies, directives, rules and regulations, and assumes command responsibilities in the Sheriff’s absence.
Reviews current operations to determine efficiency and effectiveness and recommends and implements solutions for improvement.
Reviews and designs organizational structure.
Develops and implements best practice policies and procedures, based on legal information and previous law enforcement experience.
Manages and executes all formal discipline.

Directs Homeland Security Operations.

Minimum Qualifications:

Suitable candidates must have a minimum of ten (10) years of full-time law enforcement experience. Candidates must have a strong knowledge of modern law enforcement practices, to include: law enforcement role and authority, use of force, patrol, traffic, criminal investigations, juvenile operations, special operations, critical incident management, crime prevention, evidence collection and preservation, property control, victim/witness assistance, training, detainee transport, processing and holding, legal process and professional accreditation. Candidate must have experience that includes: management and administration, written policies and procedures, fiscal management, personnel management and processes that include recruitment, Civil Service, selection, promotion, training, performance evaluation, investigating personnel complaints, dealing with collective bargaining units, discipline, and planning, directing and managing sworn and civilian personnel. Must have at least a high school diploma; some college and experience in each of the Sheriff’s divisions (custody/corrections, civil, police) is preferred. Onondaga County residency is preferred.

Correction Officer: This class is responsible for the custody, treatment, and training of inmates confined to a

Deputy Sheriff (Custody): The work involves responsibility for supervising and interacting with inmates held in the
Onondaga County Justice Center or other facilities as determined by the Sheriff, as well as enforcing rules,
regulations and laws within the facility. Does related work as required.
RESIDENCE REQUIREMENTS:
Residence At Time of Application:
Candidates must have resided in the United States of America or one of its territories for not less than one (1)
month immediately preceding the date of exam.
Residence At Time of Appointment:
Correction Officer – Candidates must be residents of Onondaga County.
Deputy Sheriff (Custody) – Candidates must be residents of Onondaga County or one of its contiguous counties
(Cayuga, Cortland, Madison, Oswego) at time of appointment. Preference in appointment may be given to
local residents of the appointing authority.
MINIMUM QUALIFICATIONS: On the date of examination, candidates must meet the following requirements:
Age: Candidates must not be less than twenty-one (21) years of age.
Citizenship: Candidates must be citizens of the United States.
Education: Candidates must be high school graduates or holders of a high school equivalency diploma issued
by an education department of any of the states of the United States or holders of a comparable diploma issued
by any territory, commonwealth, or possession of the United States or by the Canal Zone or holders of a report
from the United States Armed Forces certifying successful completion of the tests related to general education
development, high school level at time of appointment.
Driver’s License: Candidates must possess a valid New York State Driver’s license.
NOTE: Conviction of a felony or of any offense in any other jurisdiction, which if committed in this State would
constitute a felony, will bar appointment. Conviction of a misdemeanor or of any offense in any other jurisdiction,

SPECIAL NECESSARY REQUIREMENT: Successful completion of the New York State Division of Criminal Justice
Services (DCJS) basic training prior to completion of the probationary period.
SUBJECT OF EXAMINATION: There is no written multiple-choice test. This is an online examination questionnaire
that asks questions about your education, training, and work experience. This online questionnaire IS YOUR
EXAMINATION. If you meet the minimum qualifications, you will receive a rating based upon an evaluation of
your training and experience against the duties of the position being tested.
Candidates must complete an examination application and return it to the Onondaga County Department of
Personnel by the last filing deadline of May 30th 2024.
Approved candidates will be sent a notice containing directions to a website address needed to complete a
Training and Experience Questionnaire.
The Training and Experience (T&E) Questionnaire will be available on July 1st through July 31, 2024 and approved
candidates will be required to complete and submit this questionnaire between July 1st and midnight July 31st.
Candidates will not be able to claim any credit for training or experience to be gained after the application filing
deadline of May 30 2024.
Candidates who fail to submit their questionnaire by July 31st 2024 at midnight will receive a score of 70.
Note: Individuals can participate in Correction Officer examinations for other municipal Civil Service agencies to
maximize their opportunity for appointment. Interested candidates will need to separately apply, be registered,
and complete the T&E questionnaire for each municipal civil service agency according to each agency’s
guidelines. In addition, the application and T&E questionnaire process for the NYS Correction Officer Trainee
exam program is separate from the Correction Officer T&E exam program for municipal civil service agencies.

Approved applicants will need to access the T&E examination on the Department of Civil Service website. Each
applicant will need a personal NY.GOV ID to participate in the examination. Applicants may already have a
personal NY.GOV ID account if they have used online services for other agencies, such as the Department of
Motor Vehicles. They should use the same personal NY.GOV ID for civil service examination purposes.

ADDITIONAL CREDIT TO CHILDREN OF FIREFIGHTERS AND POLICE OFFICERS KILLED IN THE LINE OF DUTY:
If you are qualified to participate in this examination and are a child of a firefighter or police officer killed in the

VETERAN CREDITS: Veterans applying for additional credit must submit a copy of their DD-214 (discharge papers)
with their application for examination or by one month following the date of examination. Veteran’s Credit

APPLICATION DEADLINE POLICY: All applications along with application fees or proofs of waiver must be
submitted to the Onondaga County Department of Personnel before the close of business at 4:00 p.m. on the
application deadline date as listed on the Examination announcement. Applications received via U.S. Mail will
be accepted only if postmarked on or before the Application Deadline. Applications that are received through
inter-office mail after the Application Deadline or that are submitted to any other department, office or agency
and are not received in the Department of Personnel by the Application Deadline will not be accepted.

EXAM NOTICE: Candidates found eligible will be notified when and where to appear for examination. If you
have not received notice of the examination location three (3) days prior to the examination, contact the
Examination Unit at 435-3537. If an application is disapproved, due notice will be sent. Reasons for disapproval
may be discussed with the reviewer.

Checks accuracy and completeness of documents and application forms presented for filing, recording or other administrative action; assigns numbers to incoming applications, issues licenses and permits of various kinds.

The work involves responsibility for performing specialized clerical work, responsibility in maintaining financial records and accounts of some variety and complexity and/or assisting in performing more difficult and responsible phases of the work. An employee in this class applies routine and standardized account keeping practices in posting and balancing to journals, ledgers and other records of financial transactions. Work is performed in accordance with clearly, established account keeping methods and procedures. An Account Clerk I usually works under close supervision of a higher level Account Clerk or Accountant, except on standard assignments, with definitely defined procedures. The superior primarily through verification of financial records and statements reviews Work, with instructions being provided on each new assignment. Records are also subject to local and state auditing. Supervisory responsibilities are not typically a function of this class. Incumbents may be required to successfully pass a background check.

DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for performing routine manual and simple clerical work in receiving, storing, issuing and caring for a wide variety of items such as office supplies, foodstuffs, dry goods, automotive parts, tools, gasoline, and so on in a storeroom of a department. Work involves keeping simple store records and frequently involves strenuous manual tasks. Assignments are received in the form of goods and supplies to be stored and work is reviewed by a superior for condition of store supplies and accuracy and completeness of records. In some departments a Stock Clerk may have sole responsibility for the maintenance of the storeroom but is distinguished from a storekeeper in that the employee is not authorized to make purchases. Supervision is received from a storekeeper or an administrative superior. An employee in this class does not typically exercise supervision. Does related work as required.

TYPICAL WORK ACTIVITIES

Receives the goods by helping to unload them from delivery trucks,if necessary.

Unpacks goods and checks them against invoice statements from the company or against purchase orders.

Stores the goods and supplies in the proper areas of the storeroom and gives the invoice statement to a superior to be filed.

Issues supplies to personnel on approved requisitions; fills out a store issue that states what item(s) was taken out of stock and the person to whom it was issued; and makes note of the remaining supply of the item(s).

Maintains inventory cards on all items received in the storeroom by recording the item received, the date received, the vendor, the invoice number, etc.

Assists in taking periodic inventory of goods in stock and checks items against the inventory cards and store issues to see what has been dispensed.

Places liquid and dry goods in smaller containers for fast dispensing.

Assembles, packs, and transports or arranges for transporting materials and goods that are not picked up; picks up goods ordered from companies that do not deliver.

Cleans storeroom area and keeps shelves and stock in orderly condition.

May do minor maintenance tasks in the area such as painting, repairs to shelves, etc.

May be responsible for security of the storeroom such as locking doors and windows at close of business day.

When Assigned to the Onondaga County Department of Health:

Participates in public health preparedness activities as trained and assigned.

Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.

Working knowledge of storeroom methods and procedures used in stocking, receiving, and dispensing a wide variety of supplies.

Ability to make simple arithmetic calculations.

Ability to carry out oral and written instructions.

Ability to maintain written and numerical records accurately and completely.

Sufficient physical strength and agility to permit the lifting and moving of heavy objects.

MINIMUM QUALIFICATIONS

DESCRIPTION
The Onondaga County Sheriff’s Office is seeking a qualified candidate to join their team as a Deputy Sheriff Community Service Officer. This is a sworn security support position that facilitates the operation of the Onondaga County Justice Center. The employee will support Custody staff members in carrying out the operations of a maximum security holding facility. Although the position works within a secured setting, it is not required to perform as a Deputy Sheriff (Custody) in the maintaining of security of the facility. It will function in several support areas such as Justice Center, Civic Center and County Office Building lobby control, Booking and Records, Property Control and related support services. Successful candidates will be subject to a polygraph examination, a comprehensive background investigation and fingerprinting. The cost of
fingerprinting is $88.75, which the candidate will be responsible for.
Minimum Qualifications
Open Competitive: One (1) year of full-time work experience, or its part-time equivalent, which must have included face-to-face contact with customers or the public. PROVISIONAL APPOINTMENT Successful candidate will be appointed provisionally and must take the corresponding Civil Service exam, scheduled for a later date, and place high enough on the list to qualify for permanent appointment.

10-WEEK FITNESS PROGRAM

The purpose of this 10-week fitness program is to assist you in successfully completing the Physical Training Portion of the Onondaga County CNY Regional Law Enforcement Academy. The Academy has very high standards utilizing solid discipline requirements with an emphasis on physical conditioning. The Academy is a highly rigorous program which prepares the recruit for entry into the Field Training Program.

Do not overestimate your abilities or underestimate the Academy program. This combination is a recipe for your premature resignation from the Academy due to failing to adequately prepare.

This web based program is focused on the functional fitness aspect of this program. Specifically, improving physical performance through training and nutrition. It provides photographs and descriptions of exercises used at the Academy, and will help prepare candidates for the physical aspects they will encounter. Upon arriving at the Academy, recruits are expected to have completed this 10-week program.
